Is there a way to transform vendor bills to electronic bill payments via workflow or scripting

We have some AP bills that we will upload to the system via CSV.  We were looking for a way to transform that upload into the bill and populate the bill payment processing page at the same time. 

Is this doable via workflow or scripting?  If yes, can anyone give me some direction?
