Quantity Pricing Range Not Starting from Zero in Item Record

Typically, when creating a new item record in NetSuite, the quantity pricing range starts from 0, and this starting value is non-editable.

However, while working in another NetSuite account, I noticed that the quantity pricing range started from 251 instead of 0.

Any insights or guidance on how this is possible would be greatly appreciated!
