How to allow others to view project dashboard when not project manager

I have looked high and low for this answer, but no where seems to talk about it.

When you view a project most roles we have created custom can view the normal form view of a project. However when you click the view dashboard we get a invalid URL error message.

This is obviously not a problem for the admin role. How do other roles view project dashboards? and i am not talking about project 360. Just the regular normal project in dashboard view?
