Sales Forecasting - missing config?

Attempting to set up Advanced Forecasting in SFA.
No Opportunity or Quote values ever make it to the "Actuals" tab on the Sales Person's "Forecast" View.

I have searched extensively on this and it would appear that under Set Up > Sales Force Automation > Set Up SFA, the "Forecasts" tab there should be a config item called "Actuals Based On" (or possibly "Forecast Consumption") which determines whether the value of an opportunity becomes an "Actual" when the sales order is created or when the sales order is invoiced.
