Enforce Minimum quantity Internally cannot be re-enabled?

We have products that have minimum quantities for web customers because it is not economical to sell in small quantities, but we sell in singles to personal customers. However I have noticed if you edit the form and disable this field it is not possible to re-enable it.

What is happening here. It looks as though Netsuite has decided MOQ is going to be a global setting is this true or a bug?
