In Administrator role: Setup > Company > Sandbox Accounts If you have any sandbox accounts, the option is in the General section. If you choose All Users, after refresh you will see all users with access in sandbox as they were in production.

When requesting sandbox refresh you have an option 'Access After Sandbox Refresh'. Choose 'All Users' or 'Administrators Only'. If you choose All Users, all users will have access, including any custom roles.

I don't think the schedule set will do anything for you because you haven't selected 'Send emails according to schedule'. To make 'Send when record is created/updated' work, uncheck Send on Update in Recipients from Results or on recipients in Specific Recipients.
