External Workforce Management Model Based on Oracle Fusion Cloud HCM

Hello,
I am currently developing a project focused on creating an external workforce management model for industries such as retail and construction.


In these sectors, companies continue to invest in infrastructure, technology, and higher service standards. However, workforce selection and performance consistency remain difficult to manage. Hiring is often handled internally or through recruitment agencies, but maintaining long-term quality, motivation, and accountability is still a challenge.


My idea is to build an external workforce management structure that would operate on top of Oracle Fusion Cloud HCM. Instead of each company managing workforce quality on its own, this model would provide a more structured and consistent approach to employee selection, monitoring, and ongoing performance tracking.


The focus would be on people not only on processes or pricing strategy and on supporting companies in sectors where motivated and reliable staff are essential, even in roles that are not highly paid but require high standards.
I believe Oracle Fusion Cloud HCM could serve as the technological foundation for such a model.


I would appreciate guidance on who within Oracle would be best positioned to discuss whether this approach could align with Oracle’s strategy.
