Is your issue with finding "Payment Date for Payables Withholding Tax" or adding the parameter to the report?

You could add a filter or prompts in your report with Departments. Is there a Department Hierarchy you can use in FA HCM for OTBI reports? If yes, you should log a SR against the FAW product.

Right now the Data Augmentation and Customization options are available. The three-way RPD merge could potentially be an easier approach but that option is not available.
