My suggestion would be to open a support ticket / bug report with Oracle Support, referencing error 22123 and pointing to the community thread. Since it isn't yet documented in known issues, Oracle may treat it as a new bug especially if they can reproduce it.

Did it ever work or suddenly started behaving like this? Try loading a simple workbook/dashboard (small dataset, few visuals, no heavy visuals). Avoid complex canvas / unsupported embedded items (external visuals or iFrames), which may fail or hang in mobile context. It will help to further segregate the issue.
