Description
Currently, the controls for Data Set access are only "Full Control", "Read-Write" or "Read-Only" for OAS. When a Data Set is created against an RPD, it still shows up in all users "What's New" and Data Set lists, even if the RPD has been set to Deny Access to the data in question for the user.
This creates confusion, as users see the existence of the data set, and can even "Create Project" using it, but then the RPD Security kicks in and they can't see the individual data elements.
Either inherit the RPD Data Security by default (and therefore do not show "No Access" users even the existence of the data set), or allow the DV Data Set Creator or Administrator to have "No Access" as an option on the Data Set Inspection Access page, thereby hiding the data set from the denied user.

Allows better control of security. Results in fewer "Why can't I use..." calls from the users.
