to users that ARE NOT administrators.

Use Case and Business Need
We use adfs to authenticate and redirect to OAC.
Our company has a Service Desk (SD) team devoted to resolve authentication issues to apps (and other generic issues)
If a user gets an authentication error, we would like our SD team to be able to triage if they went rejected at the adfs level or if they were rejected by OAC/IDCS permission issues.
For that, we would like SD to have access to the referred reports, WITHOUT giving them full admin access to OAC.
Ideally, they woudl ONLY have access (read access) to that page, and no other access to any other area of OAC/IDCS.
