User schemas visible in Oracle database connection

Description
In OBIEE 12c user schemas in an Oracle 19c database are not visible, but in OAC they are visible. They are both accessing the same database instance and version, but the behavior is slightly different in that these "user" schemas are visible in OAC. They have no tables associated with them.
Use Case and Business Need
Only those schemas that have relevant business data and/or tables associated with the schemas should be visible to connect to.
More details
The additional user schemas clutter up the list of schemas to choose from despite the fact you can search for the schema you are looking for, but it would be nice if the OAC behavior were the same as OBIEE.
I've attached OBIEE and OAC screenshot to show the differing list of schemas even though both are accessing the same database with the same credentials.

UPDATE: we'd only like to see those schemas in the database that own objects.
