The is constantly the requirement of applying conditional formatting on independent cells to have easier color-coding use for the end-user. Depending on ranges predefined during design the cells would change the format.
Use Case and Business Need
The business ( Project Managers, Business Unit Managers, CFO, etc..) need to be able to easily see which information they need to check first. Using the conditional formatting in tables/pivot tables you make their work easier.

we are currently working on a Conditional Formatting framework that would allow you to define rules that would format ( Color, Font , Text, Text Style ) based on expressions/ranges/values.
I'm curious about your very specific use case ?
Looking at the table above I do have some questions as to the rules in play.
it looks like the following rules
1) Labor Cost ETC < 0 then Format Red
2) Labor Cost ETC = 0 then Format Yellow
3) Non-Labor Cost ??? What is the rule for Non Labor cost ?

This is one of the examples we have.
This specific one is:
If Actual is between 90% and 100% of the Forecast then Yellow
If is Actual >100% of the Forecast then Red

I guess there is more than one way to color a cell !!!!. The good news is that the framework can do what you describe ...

very basic feature required in most visuals

by framerwork i mean that these color coding rules 'of sorts' can also do things other than color cells/bars... it can also change font styles and size in the first release, but eventually the goal is that these same rules will send you notifications or trigger actions.
So although for the initial release it is limited to colors and such, it was built to evolve to a much broader concept....

Thanks for submitting the idea. Yes, this is much needed for business (Controller, Finance) as well. Using the conditional formatting in tables/pivot tables make our work-life easier. We usually review our numbers based on certain conditions like dollar value and %.
