Enhance the errors related to initialization blocks taking too long.

Description (Required):
In different cases, customers face the 504 error while logging to OAC, and after investigation, it turns out that some initialization blocks are being executed, and are taking too long to get response from database, specially when the Database is on premises.
We are looking for a way to trace these long running or failing queries and provide the customer with a meaningful error message, that can provide the name of the connection pool once it takes longer than a specific amount of time to execute.
Use Case and Business Need (Required):
This will help customers to self troubleshoot their performance issues, specially when the RPD is migrated from on-premises to the cloud.
