Workbook Wide Default Data Formatting in OAC DV

Description (Required): Users are requesting the ability to set default data formats at a workbook-level. Today, in Answers, a user can set the data format of a field on the Criteria tab of an analysis and it's applied to all of the associated views in the Results tab automatically. In DV you must set it for each individual view or use the common-properties capabilities to do multiple views at the same time, but this is still an extra step, needs to be done across multiple canvases, and can result in missed format updates. It would be nice to be able to set the format defaults within the visualize tab of the workbook itself, perhaps with a "use as default" checkbox next to the data format setting of the Data panel.

Use Case and Business Need (Required): Since different users want different formats on their workbooks, providing the ability to set default data formats at the workbook level will speed up report development for many of our users who don't use the default formats provided at the dataset/subject area level. This would speed up development time and ensure users are using a consistent format across all of their views.
