Scheduled Load Plans not Executing OBIEE 11g/OBIA 10.2.

I have an environment that we have OBIEE 11g/OBIA10.2 functionality installed.  The load plans execute fine when run manually, but when we define a schedule, they don't run.

I have tried bouncing the servers, creating the schedule from BIACM, creating the schedule from ODI designer, and of course executing/submitting the schedule, but nothing seems to make a difference.

I am not sure of how exactly the scheduler works, but it seems like

• A process isn’t running, i.e. the engine isn’t there to wake up
  and process the schedule request, OR
• The process cant see the schedule in the database?, OR
• Or is there an option setting somewhere, that is set wrong that tells it to use an external
  scheduler instead of the internal scheduler?

Anyone see this issue before?  I have an SR in with Oracle, but was hoping someone in the community might have some ideas on where to look to see what is causing the issue.
