User/group creation role missing for administrator in 12c after upgrade from 11g

Dear all,

I  have successfully migrated the 11g environment to 12c environment of OBIEE.

However after the migration the default user weblogic don't have any option to create the new User/Group permission options.

i have verified the following things

I checked the user permission using the weblogic console for the user ‘weblogic’ the user alredy having ‘administrator ‘ and Bi administrator role present for this user.

We have not yet configured any external authentication for this server

Please share if you have similar issue encountered.
