SQL - Locked User Accounts

Team,

We are looking for a report to get list of all users who have their account locked in security console ? Can the underlying tables be made available for customers or can we have an alternative other than raising SR? 

Use Case and Business Need

We usually have few account getting locked and that never comes to notice until the colleagues report the same. This delay causes noise from customer end and puts down the service level. Can we have something proactive or can have an ESS process or job that pulls this data from LDAP end?

More details

The current approach or possibility is only to log SR and get the report and we do not want to continue this and end up losing time.

Try to use the table 'PER_USERS' it might help in this requirement.
