FAW Consumer is able to share decks with Seeded and Custom Duty roles

Description (Required):
A user with FAW consumer role is able to create a custom deck and share it with other users, seeded duty roles and custom duty roles. This is a security and administrative risk.
Use Case and Business Need (Required):
It's okay for consumers to be able to create decks but they should not be able to share it with duty roles. Currently any consumer can create a deck and share with a widely used role. System admins has no way to control or even know that this has happened.
Enhancement Request / Service Request:
Please restrict this behavior.
