Inactive Users should be excluded from OTBI Agent emails

I'd like to suggest an ER where Inactive Users should not receive emails from OTBI/OBIEE Agents. When a user leaves the company, we set their Sales/Engagement Cloud account to Inactive. We leave their roles so we have history of their job. (For example, if a new sales rep looks through old Call Reports, it would be nice to see the Role of the person who left the report.)
We have several Agents that send reports based upon Role. Currently, emails are being sent to Inactive users. The workaround is to remove all the Roles from inactive users. I'd like Agents to ignore emails to Inactive users.
Use Case and Business Need
We want to keep job roles assigned to Inactive users, so the system has a history of users. We send several OTBI/OBIEE Agents based upon Role. They should not go to Inactive users.
