OTBI reports do not take into account data access when displaying results. We need data security to extend into OTBI reports.

Referenced previously in :Bug.: Bug 30046426 - PAYABLES INVOICES - TRANSACTIONS REAL TIME NOT RESTRICTING BUSINESS UNIT

OTBI reports are unusable for this customer since they need all data secured by the corresponding data access.
