Loading Indicator for OTBI Dashboards

Description
We would like to see some sort of loading bar or loading indicator when opening OTBI Dashboards. Currently some of our users, who are experiencing longer load times, believe that the dashboard that they are loading is empty or non existent.
Use Case and Business Need
Having this loading indicator would prevent additional internal service request from being created due to people believing that there is an issue with the dashboards or their access. This will reduce confusion and unnecessary workload for our HR Operations team.
