OBIEE 12c Access to Mobile App Designer

Hi All
Having an issue accessing Mobile App Designer through OBIEE 12c home page and url(http://ip-address:port/mobile/ ).
Error is Unauthorized Access: Either you do not have the privilege, or you have not signed in.
I have edited Managed Privileges - Access to Mobile as specific users and roles but no user can see anything even "weblogic"
Is there anything i might be missing?
