I cannot find migration-tools.cmd after a new installation of BI Publisher 12.2.1.3.0

I'm upgrading and migrating a JD Edwards EnterpriseOne One View Reporting instance from 11g to 12c and I need to generate the migration .jar from my 11g instance for import into my new instance. I have a file named migration-tool.cmd, but it's not in the Domain_home.

How do I proceed to generate the required java .jar that will let me do the export from 11g?
