No it is not possible get a database connection to the oracle cloud applications database in real time using a third party tool such as microsoft power BI. You can use oracle business intelligence to view data real time that you get out of the box when you buy oracle cloud applications as software as a service (OTBI). And if you also have oracle analytics cloud (OAC) as a platform as a service then that does comes with a SaaS "connector" to get real time data visualisations from your oracle cloud applications with data security. But if you want to view it in PBI then one solution is to first extract the data you need perhaps using the out of the box business intelligence cloud connector (BICC) that you get free with your oracle cloud application.

@Kishore_Kumar
BI Cloud Connector is a utility that is bundled with your Fusion Applications.
Its used to extract large amounts of data in CSV files.
These CSV files can then be imported into any tool of your choosing to further process or analyze.
You may need to do some formatting on top of it depending on your specific usecase.
You can read about BICC and how to use it here.
