Description
When a user submits the ESS Job which calls the BIP report-in the before event trigger, the fusion.fnd_job.request_id is not getting populated in the first run.
User has to submit the ESS Job again for this request id to be populated. This request id is required for further validation in the BIP report.Issue exist when we have an entitlement associated to the user.
Use Case and Business Need
Business custom report is generated and because of the issue the users are not able to see the report output properly/doesn't see the report output if not run for the 2nd time.
