User preferences time zone for dynamic date analysis

Description
Due to the server time zone being set on UTC, the analysis created on OTBI get lost when the clock hits 9pm, causing the information to be incorrect.
For instance, we have an analysis for the "invoices to be paid today", on January 26th 10am, the amount would be $100.00, but at 9pm for our time zone (GMT -3) the server is 3 hours ahead, causing the date to change for the day after (January 27th).
And with that, the analysis data gets lost, so it won't update, nor will it it show today's or tomorrows data on the infolet.
Use Case and Business Need
While creating executive KPIs for decision making of the C-Level of the company, we used CURRENT_DATE to return all the data related to the current date.
If the clock hits 9pm, the data returned from the server is actually from the day after, because the server is 3 hours ahead.
