Restricting data access in OTBI and BIP Reports using AoR's

Hi Oracle Team,
We have a requirement where we need to restrict the employees data related displayed in the OTBI Analysis by specific AoR's..
If the employee has 3 different AoR's then the OTBI Analysis currently displays data based on all the 3 AoR's and displays a huge set of employees.
However, we want to restrict this data by restricting the report data in the OTBI Analysis using filters by AoR or Responsibility Type to be more specific.
Is this possible to restrict data for only 1 AOR or the data displayed in the OTBI Analysis would be based on access from all AoR's?

Use Case and Business Need
Our HR Managers need to know the employees in their department who do not have a Right To Work Document(RTW) or a Contract Of Employment(CoE) document in the system yet.
For this purpose,we have developed infolets or data tiles to display analytical and dashboard information to the HR Managers.
The HR Managers access to the employee data is restricted by a Department Hierarchy filter so that they are able to view information only related to their departments.

HR Managers are also assigned other roles with different AoR's so that they are able to do their routine work.
Now, as mentioned previously the data tiles for RTW and CoE displays accurate data only if the HR manager is associated with only 1 AoR say that of People Manager.With only 1 AoR associated,data tiles display the count correctly as COE-3,RTW-2
When additional AoR's are added,the same data tile displays count as COE-682,RTW-722 due to wider access granted to the HR Manager by the new AoR's.
Is this possible to restrict data for only People Manager AOR or the data displayed in the data tiles would be based on access from all AoR's?
