Allow Configuration of Oracle Analytics Server to Provide More Control to Authors of Analyses

Currently, Oracle Analytics Server configuration settings for edit/delete/rename rights are configured based on location. Would be great to add functionality to allow authors/owners of analyses to have the ability to edit/delete/rename their own reports regardless of location settings.
