Ways to restrict users from moving folders in Reports and Analytics to a different location

Navigation: Tools --> Reports and Analytics -->Click on Browse Catalog at top right corner --> Shared Folders
We have encountered numerous issues as business users mistakenly move folders in Reports and Analytics to a different location. As a result, lot of report jobs/HCM Extracts tend to fail.
At times, while they are moving their cursor, a folder gets mistakenly dragged into another.
In a recent instance, a user mistakenly dragged the "Human Capital Management" folder to a separate location due to which we encountered failures in case of the scheduled report jobs.
How can we avoid happening again. What are the ways to track/identify who has done this.
Attached screenshot will give you a idea of the report folders I am referring to.
