Read only folder permissions behavior

Description:

Read only analysis can be moved if the destination has an analysis with the same name. It will ask the user if they want to override the existing file in the new location. (See below for futher details and example)

A parent folder isn't marked read only, but child folders have read only, then it can be moved. The expectation is that the parent folder should not be able to be moved when child items are marked read only, and OBI should give a pop-up message indicating an error/reason for not be able to move the folder.

Items marked read only can be deleted. Deleting Read Only Analysis.mp4(see attached video note video may not work in Chrome use Firefox instead)

Details for #1:

When an analysis has set ownership and is marked read only and a user tries to move it, then the user will get an error message and it will not let the user move the analysis.

However, if the user moves the file to a location that has a file with the same name, it will not give the user an error message, but instead ask if they want to override the existing file in the new location. This workaround allows users to move read only analysis to a different location.

The expectation is if the analysis is read only, and user tries to move the analysis (regardless of location even if the new location has an analysis that shares its name), then it should give an error message and not allow them to move the analysis.
