OACS Instance resource monitoring - CPU Memory

OACS as an enterprise application is missing key metrics (CPU & Memory usage) for administrators. The only metric available to customer is number of connection errors and query capacity. But there is no visibility to system resource usage. In order to ensure system health, CPU and Memory usage related metrics should be available for customers to see and take appropriate action.
