23D has Broken All BI Report importing

Ever since 23D came along it has broken all BI Reports in multiple places.

We first had an issue that views no longer respect languages see here:

Now we notice that when you unarchive your datamodel and BI report catalog files the reports do not respect any changes. You have to now open each data model and save them all manually one by one.

This causes a huge disruption to service especially when moving reports across instances.

We also do not want to have to clear caches as this is another manual step and also the fact this has worked fine since 19D up to 23C makes me believe 23D has caused these to break.

Any help is hugely appreciated.
