11g ... Two Prompts for One Column (Is or Isn't equal)

I'd like to create two variable prompts for one column.  1. Program Code "is equal to / is in" and 2. Program Code "is not equal to / is not in".

I followed instructions below, creating one Choice List on Program Code", then added a second column prompt changing formula to Program Code and made it Text Field.

It didn't work.  Any advice?

Instructions not working (from Sivakumar Bala) OBIEE 11g: Create Prompt based on Same Column with different type

1. Go to Prompt and Add a Account Name Column as " Choice List " and name it in Label as Account name
2. in the same Prompt , Add any other column (If you add same column it will through you a error so choose any other column ) Then Click on Edit Formula and change it to Account name column formula and Format as "Text Field"
3. Delete the Label of above step and just Press Back space for Null.
