11g ... Two Prompts for One Column (Is or Isn't equal)

I'd like to create two variable prompts for one column. 1. Program Code "is equal to / is in" and 2. Program Code "is not equal to / is not in".
I followed instructions below, creating one Choice List on Program Code", then added a second column prompt changing formula to Program Code and made it Text Field.
It didn't work. Any advice?
Instructions not working (from Sivakumar Bala) OBIEE 11g: Create Prompt based on Same Column with different type
- Go to Prompt and Add a Account Name Column as " Choice List " and name it in Label as Account name
- in the same Prompt , Add any other column (If you add same column it will through you a error so choose any other column ) Then Click on Edit Formula and change it to Account name column formula and Format as "Text Field"
- Delete the Label of above step and just Press Back space for Null.
