As mentioned in your other thread:

Stand-alone BIP 11.1.1.7 is not supported for direct upgrades and also you do not provide any pertinent information at all with regards to how the security setup of your BIP 11.1.1.7 actually works.

Where do your BIP 11.1.1.7 begin their lifecycle? MSAD? LDAP? Where are they curated? How are they assigned functional rights in your BIP?

It's not a question of "export all users and roles". It's a question of "what do you have today and what do you want tomorrow"?

There are way over 10 years between the products and migrations are simply done by dumping things from A to B. Especially things like security which are done as the first step normally and not as a last one because even if you "do security" now you will need to manually re-secure all the objects you've dumped into your new system already.
