in Oracle Fusion SCM Analytics

Trying to call database into colab .Given all corrent credentials. Tried connecting to oracle data base using SQL developer and no issue encountered.
However we see Unable to connect database. Getting error as 'listener not responding'.Please provide any documentation or white paper for connection to googloe colab
