Target Incentive not working properly for students conversions

When we hire students in ORC, they are initially hired without being eligible for incentive.
Later, if we want to convert the students to full time employees, even if we activate the target incentive in the offer, in ORC, Target Incentive still show as 0 instead of a percentage.
Solution: Target Incentive in ORC should assign the right percentage when we convert students to internal employees.
