BI Publisher REST APIs are not available in Fusion Applications at this time.
You can use the web services.

Maybe you can point me in the right direction then. I am trying to automatically pull in the system users that exist in a fusion app.

When I hit https://$server.com/hcmRestApi/scim and hit /Users I get a bunch of people back. However, there are a number of system accounts/oracle accounts that have elevated privileges. I need to report on this access, and it needs to be done via API, it cannot be done through the UI.

An example account is: FUSION_APPS_GRC_APPID
