System Configuration child model is not loaded properly for reconfigure scenario.

If we try to configure the products using system configuration, initially it shows 'Valid Configuration' status for all child models. If we configure only one model & save the details, it works fine. Line item is populated correctly with configured model. If we try to add another child model using reconfigure then in config it shows 'Configuration not started' status. If user clicks on Save button then empty model line is created in commerce.

System is not throwing any error & allowing user to save the empty model.
If we try to save empty model during initial configuration then system throws error &
stops user from saving empty model.
In case of reconfigure scenario, System is not throwing any error.
System should have same behavior for New & reconfigure scenario.

If user is not completing configuration in any of the sys config model it should give error incomplete configuration- This is the business case.

in this case empty model is getting created on revise and reconfigure action.

Please look into this and develop asap.
