If a EFF is does not have a value is there a way to pull it into reporting?

We have some positions that have Extensible Flex Fileds Values for Backgrounds and Certifications - there are some positions where this information is not entered yet (so essentially, they are blank) - we noticed that the EFF fields don't report blanks. Is there a way to do so?
