Seeded Head Count Reports not working

We have been trying to run the seeded Head Count reports for our client but none of them have been rendering data. The reports are Head Count, Headcount Activity, Headcount Trend, Monthly Turnover and Termination Trend and Turnover by Termination Category and Reason and Headcount and Mobility by Department.
The seeded Head Count report placed in the Transactional Analysis Samples folder under HCM did work for CURTIS.FEITTY, but the rest mentioned above did not render any data.
The user being used has the relevant roles. Can someone help debug the issue?
