Some images do not have a text alternative. Users of assistive technologies may not have access to information conveyed in images. This fails WCAG 2.2 success criterion 1.1.1 (Non-text Content).
Regarding your Accessibility question: From the screenshot I see that you are referring to Classic OAC> Dashboard Objects> Image properties dialog. Please enter your custom text in the "Caption" field and then you should notice that a screenreader, for example JAWS, will detect the role=image and detect that the caption text has been placed into the alt attribute. We’ve tried this before, but the caption became a visible text and it didn’t seem to accept HTML/CSS styling. We have retried your suggestion today and unfortunately, the caption is for inserting a visible description of an image only. The request here is to have an option where alt text can be added for use with a screenreader.
