Recipients don't receive dashboard/report exports emails

We set up SMTP mail server using steps described in: Use the SMTP Mail Server in Oracle Cloud Infrastructure for Email Delivery and are able to create schedules to send out report exports to various recipients. Also when we see under Jobs —> Inspect —> Status we are able to see that the status is completed yet the recipients don't receive the export files delivered to their mails.

Is this a known issue/bug or are we missing any step?
