In OAS/OAC, exported to CSV removes milliseconds

When exporting an analysis to CSV with columns containing milliseconds, the milliseconds are removed in the export.

Would be nice if that does not happen.

Note: export to PDF does work.

Bug: 37180200 was already registered for it, now also this ER (on request of MOS). Hopefully it will be fixed in a next release.
