How to create a test user in Test environment

Question

I have inherited FDI from a predecessor and need to set up a test user to use for configuring SSO.  I am not sure where or how to stop and we are using FDI for our HCM data so there are data security concerns.  Could someone please point me in the right direction?

Thank you - Does the test user have to have an account in HCM or will it work for testing SSN if the user is just set up in IDCS?

In the latest FDI versions, user creation and management are controlled at the IDCS (Identity Cloud Service) end. You can create and manage users directly from IDCS.
