Custom states should be allowed to create and publish by author.

March update has States menu. But this menu has limitation that only consumer can set.

Author should allow to create custom states and publish to consumer. Similar feature is available in classic as well.

We regularly use this option in classin.

Use cases.

• Many time we can't ask consumers like executives, VPs to create their own states and save it. Instead, we create different states and ask them to use predefine states.
• We use single workbook for multiple products and organizations. So custom states for each product/Org will be easy to navigate.
