How to split the sales order single in shipment lines with cross reference items

Currently we have a required where few of items are cross reference items with same type. When ever the sales order raised among of these cross reference items with same type, if in case on hand is not available in shipment lines the corresponding cross reference item has to be fullfill with remaining quantity with new line/lines additions. Please advise whether we can achive this functionality in oracle fusion cloudl
