Ability to customize Negative Values or to have a positive Value with a ' + ' sign

I would like to have an option in Negative Values to put a ' + ' sign in front of a positive value. As of now, my 142% can't be formatted to +142%.

Additionally, I would love to have the option to put any sign in front of a number or after a number or both.
