If you are experiencing bugs with your OAC environment, then you can/should raise a SR (http://support.oracle.com/) and work on it with Oracle. A SR is a private space between you and Oracle, where you can share all the details, including private information, so that Oracle can analyse the situation and provide a solution, or report a bug internally.
If you are asking if somebody else did observe the same issues after the OAS July 2025 release, you maybe should provide more details. "Not functioning as expected" is subjective, maybe you expected them to work in a way they aren't supposed to work, if you can provide some details on what you did, what behaviour you are observing and what were you expecting instead, it will already be possible to see if others are on the same page or not.
A "failing" thing is a bit like above: how is it failing? What have you done to make it fail? What errors do you get? More details would help others say if they do have the same issues or not.
