Remove the "End" requirement on Dataset refresh schedule

It should not be required to log an end date when scheduling a refresh of a data set, as it's likely a completely arbitrary date and thus easy to forget. This then introduces potential issues in the future when someone must know to go through and explicitly extend refresh schedules.

That's an easy way to have the product management team to review the request and evaluate it if if gets some supports by a number of users.
